The Liaoning Corruption Scandal: Three Generations of Police Chiefs Exposed

A shocking documentary aired by CCTV, titled 'Continued Efforts, Deep Progress,' has pulled back the curtain on a 20-year cycle of corruption within the Liaoning Provincial Public Security Bureau. The report details how three consecutive police chiefs—Li Wenxi (Lý Văn Hỉ), Xue Heng (Tiết Hằng), and Wang Daiwei (Vương Đại Vỹ)—systematically abused their power to amass incredible wealth through collusion with private enterprises. Li Wenxi, who led the force from 2002 to 2011, was once a decorated officer with 42 years of experience. However, he eventually accepted 541 million Yuan in bribes, largely from an iron mine owner named Liu Zhiding, in exchange for protecting illegal mining operations.

When Li retired, he didn't just leave the office; he taught his successor, Xue Heng, the 'art' of the trade. Xue, who served from 2011 to 2013, received 135 million Yuan in bribes, including houses, cars, and cash from business associates like Bai Yuchen. The cycle continued with Wang Daiwei, who took the helm in 2013. Wang's corruption reached new heights when he accepted over 555 million Yuan, more than half of which came from Liu Zhongtian, the Chairman of the Zhongwang Group. In one instance, Wang received so much cash—40 million Yuan and 4 million USD—that the vehicle used to transport the 22 boxes of money struggled to climb the ramp of a parking garage.

The fall of these 'Tigers'—a term used in China for high-ranking corrupt officials—occurred between 2021 and 2023 as the national anti-graft campaign intensified. Their stories highlight the dangers of systemic corruption where power is handed down like a dark legacy. The Liaoning case has led to a massive overhaul of the provincial security apparatus and serves as a primary example of the government's commitment to rooting out 'flies and tigers' alike. For the public, it was a sobering look at how those sworn to protect the law can become its greatest violators when blinded by greed.
