The recent arrest of the Phuc Son Group chairman has brought renewed scrutiny to the company's numerous 'stalled' projects across Khanh Hoa province. Among the most prominent are the Phuc Khanh 1 and Phuc Khanh 2 urban areas, which have left thousands of square meters of land in a state of limbo for nearly a decade. Despite being approved in 2014, these projects remain largely undeveloped, causing significant disruption to the lives of local residents in Nha Trang and Dien Khanh.

Phuc Khanh 1, covering nearly 14 hectares in Vinh Trung, and Phuc Khanh 2, spanning over 49 hectares in Dien An, were intended to be modern residential hubs. Today, however, they are little more than vacant lots enclosed by rusted corrugated iron fences. In Phuc Khanh 1, construction is limited to a few unfinished concrete roads and pillars, creating a messy and neglected landscape. The delay has also paralyzed local community assets; for instance, the Dong Nhon village community house has been closed since 2015 because it sits within the project's planned boundaries. The building is now dilapidated, covered in moss and dust, forcing villagers to borrow private spaces for their meetings.

The human cost of these 'hanging' projects is high. Residents whose land was earmarked for recovery have faced years of uncertainty. Many have been unable to repair their homes or invest in their property, while others are still waiting for compensation or resettlement arrangements. According to the Land Fund Development Center of Nha Trang, while some progress has been made in site clearance, the legal and financial procedures have ground to a halt since 2019.

Furthermore, because the provincial authorities have yet to finalize land prices, Phuc Son Group has not fulfilled its tax obligations for these sites. The situation highlights the complexities of large-scale urban development in Vietnam, where corporate legal troubles can leave local communities in a state of prolonged distress. As the legal proceedings against Phuc Son Group continue, the future of Phuc Khanh 1 and 2 remains uncertain, leaving residents to wonder when—or if—their neighborhoods will ever see the promised development. This case serves as a stark reminder of the need for stricter oversight and accountability in the real estate sector to protect the interests of the people.
