00The Ministry of Science and Technology of Vietnam has officially released the Provincial Innovation Index (PII) for 2023, providing a comprehensive look at the technological and creative landscape across the country. This index is a crucial tool for understanding which regions are leading the charge into the digital age and which are providing the best environments for startups and industrial growth. Unsurprisingly, the list is topped by the nation's major economic hubs, with Hanoi taking the number one spot.
Hanoi's ranking at the top (62.86 points) is attributed to its massive investment in Research and Development (R&D), its high density of scientific organizations, and its strong output of intellectual property, including patents and industrial designs. Following closely is Ho Chi Minh City (55.85 points), which leads in digital infrastructure and support policies for small and medium-sized enterprises (SMEs). The 'Top 5' is rounded out by Hai Phong, Da Nang, and Can Tho, all of which are centrally governed cities with robust infrastructure and high human development indices.
The 'Top 10' also features five provinces that have become powerhouses of industrial development: Bac Ninh, Ba Ria-Vung Tau, Binh Duong, Quang Ninh, and Thai Nguyen. Bac Ninh, for instance, is recognized for its high export value and its ability to attract Foreign Direct Investment (FDI), particularly in the electronics sector. Binh Duong stands out for its high average income and the percentage of its workforce engaged in innovation-related activities. These provinces demonstrate that innovation isn't just for the big cities; it's also happening in the heart of Vietnam's manufacturing sectors.
For international investors and tech enthusiasts, the PII 2023 serves as a roadmap for Vietnam's future growth. It highlights the strengths and weaknesses of each region, from administrative reform in Quang Ninh to the digital governance of Da Nang.
